I don't understand why anyone would want this. What would you use it for. Does 'flipping' mean the clip would run backwards?

Why would someone want this? Because millions of numbnuts regularly shoot video with their cell phones in the portrait (vertical alignment) position, somehow forgetting that most video is watched on computer and television screens which are horizontally aligned in the landscape position. Video recorded in portrait mode can play back 'on its side' on a computer monitor or TV if not rotated. thus making a program which rotates it 90º or 270º very useful.
As far as 'flipping' the video, that means simply reversing the image, as in a mirror. Horizonal flipping means right and left are reversed, but up remains up and down remains down. Vertical flipping means up and down are reversed but left remains left and right remains right.
Where would this be useful? I've noticed that when using the front facing camera on my cell phones (as you would for a 'selfie' pic), the resulting image is flipped horizontally. If there is something written - eg: a sign in the background, it will be reversed as it would in a mirror. To make the image appear as it would have to others present, the image needs to be horizontally flipped. If the same happens when video is shot with the front camera, that would need to be horizontally flipped to not be reversed from the way things actually appeared.
You would likely have to combine the two functions if someone shot selfie video on their cell phone front camera in portrait position and you wanted to play it back on a computer or TV screen. First you would rotate the image 90 or 270º to put it upright in a landscape frame, then flip it horizontally to get rid of the 'mirror' effect.
